Web Tv for Local Public Authorities

For the Local and Central Public Authorities the constant and direct dialogue with their citizens is fundamental for the enrichment of their own work; to establish this dialogue, the Italian lawmaker has ordained, with the law dated 7th June 2008, that the Public Authorities must be provided with a proper press agency, even without the mediation of the traditional structures. With regard to this, the audiovisual and telecom-systems have the same importance of the traditional press.

Because of this demand, the Public Institutions are using more and more frequently innovative communication tools which allow the reception of information at a distance; nevertheless, since the users are very diversified for typology, background and culture, it is necessary to use communication tools which can warrant easiness in access and in use. To give an answer to all these demands, the Web Tv is a privileged tool: firstly because it allows a direct communication, by exploiting the widespread usage experience of television and therefore making easier the access to the information, secondly because it has more reasonable costs of installation and management than other medias.

Aims

• Spreading, in real time, the sittings of the Town Council in Vicenza to allow every citizen to listen and participate, thus knocking down the time-space barriers of every single person, even of the ones who are unable to go and watch the sittings.
• Using an innovative tool for the supplying of useful bureaucratic, cultural and social services, that is providing tools for citizens in order to shorten times and distances, thanks to a fast, simple and effective communication, typical of Tv and Internet.
• Providing innovative tools to improve the institutional image and the services, which are offered to the customers.

Since the Town of Vicenza demanded to integrate the institutional web site with a Tv, which could spread public access events in real time, it has been used the Webcasting feature of the suite Streaming3 by XuniPlay.

To connect to the on-line town sitting, it is required an Internet access, a browser and Flash Media Player, running on the most common operating systems (Windows, Linux e Mac OS) and browsers (Internet Explorer, Mozilla firefox, Opera, Safari). The City Hall technicians chose this solution instead of others because of the compatibility with different platforms and lack of costs for the users.

Who is equipped with adsl has the opportunity of hearing the sounds and viewing the images coming from the Sala Bernarda. Who owns an Internet connection through an analog modem will display a fixed image, but will be able to hear the sounds anyway.
